Greenville, SC – In a recent decision, the Greenville County Schools Board of Trustees has unanimously approved a revised policy regarding the use of cell phones and personal electronic devices by students. During their meeting on December 10, 2023, board members agreed that these changes are crucial for maintaining a focused learning environment within schools.
The updated cell phone policy will prohibit high school students from using personal electronic devices during the school day, which runs from 8:45 a.m. to 3:15 p.m. An important exception allows high schools to identify specific times outside of classroom settings where devices can be used for educational and school-related activities. Meanwhile, elementary and middle school students were already under restrictions against using personal electronic devices, and these rules will continue under the new policy.
This policy update was triggered by legislation passed by the South Carolina Legislature. Recent budget provisions in the 2024-2025 operations budget require all school districts in the state to enforce a policy that prohibits students from accessing electronic communication devices while at school. Failure to enact such measures could jeopardize state funding for districts. Additionally, the South Carolina Department of Education established a model policy that school boards must follow, with a deadline of January 2025 for implementation across the state.
The new policy will take effect on January 7, 2025. Of immediate importance, students will be mandated to turn off or silence their personal electronic devices during school hours. Furthermore, these devices must be stored out of sight, meaning students are not allowed to keep them visible on their desks or in their backpacks. The use of smartwatches and accessories like headphones will also be prohibited during the school day.
While the new restrictions are firm, there are provisions for individual circumstances. Students with documented health needs may be exempt from these regulations, provided their conditions are outlined in an individual education plan, health plan, or 504 plan. Additionally, principals retain the authority to grant exceptions for unique situations, such as if a student’s family member is hospitalized.
Parents, guardians, and students will receive additional details regarding the specific guidelines for personal electronic device use from their respective high schools. This communication will aim to clarify the boundaries and expectations set by the new policy.
As schools prepare to implement these new guidelines, the overarching goal remains clear: to create a more focused and conducive learning environment for all students. With the new cell phone policy in place, educators are hopeful that the reduction of distractions will lead to improved academic performance and engagement among students.
