Greenville County Schools teachers get raises in new $922 million budget; who else?
Greenville, SC – The Greenville County School Board of Trustees has approved a new budget of $922 million for the fiscal year 2025. This budget includes a 1.5 mill increase, which will lead to tax hikes on business and personal property like vehicles, boats, and rentals, but not on owner-occupied homes. The highlight of this budget is a $2,700 raise for teachers at Greenville County Schools.
Support for Teacher Retention and Quality
“This budget reflects a priority by the Greenville County Schools Board of Trustees and Administration to attract and retain the highest quality teachers and staff in an increasingly competitive environment,” said W. Burke Royster, superintendent of Greenville County Schools. Royster emphasized the direct impact of quality teachers and staff on student achievement, stating that investing in them is crucial for the community’s future.
Board Approval and Dissent
The budget was passed with an 8-4 vote by the board. Among the four trustees who voted against the budget were Amanda Brett, Jeff Cochran, Lynda Leventis-Wells, and Sarah Dulin. Leventis-Wells, a former guidance counselor and physical education instructor at JL Mann High School, expressed support for raises but raised concerns about increased taxes on the community.

During the board meeting, the debate on the mill increase was intense. Vice-chair Debi Bush, a local florist, shared her perspective on the tax impact on her small business. She underscored her willingness to make the investment for the benefit of teachers in the long term. Impact on Teachers and School Nurses
With the new budget in place, teachers at Greenville County Schools will see a substantial increase in pay. Every cell on the salary schedule will receive a $2,700 raise, along with a step increase for all teachers. The starting pay for teachers in the district will be raised to $50,503, up from $45,075 in the previous fiscal year. Additionally, school nurses will receive a 5% salary increase.
Allocation of Funds
More than $795 million of the budget is allocated to salaries and benefits, constituting 92% of the total budget. Other expenditures amount to over $68 million. The budget also earmarks $1.3 million for expenses related to student growth, including funding for additional teachers and school support staff.
